Bring a large pot of water to a rolling boil. Carefully peel 8–10 large leaves from the cabbage head. Blanch them in boiling water for 3–5 minutes until pliable and slightly softened. Drain and trim the thick central rib from each leaf so they roll easily.

In a small saucepan, combine the water, salt, sugar, olive oil, bay leaves, and black peppercorns. Bring to a boil, then turn off the heat and stir in the vinegar.
